PHILOSOPHY
ELGA Credit Union is a people oriented financial institution. We are a non-profit cooperative, formed, owned and operated for a single purpose: members helping members.
The first credit union in the United States was established in 1909. From that day to this, the credit union philosophy has never varied from the basic principles of self-help and mutual aid.
To accomplish its purpose, ELGA Credit Union operates on the basis of these objectives:
- Encourage thrift among members, thus creating a pool of funds to lend.
- Make member loans at reasonable rates of interest.
- Pay a fair rate of return on member savings.
- Provide helpful member financial services.
BEGINNINGS
Hard times gave birth to credit unions. About the middle of the last century, the industrial revolution brought severe social and economic dislocations. The financial system responded to the demands of the wealthy rather than the needs of the common people.
Credit union pioneers concluded that the answer involved the principle of mutual aid - people pooling their resources to help one another. The idea of a credit union was born.
Credit unions came into being for a very simple reason: the ordinary individual had almost no chance of securing a loan for any purpose - except at prohibitive rates which tended to hurt rather than help the borrower.
ELGA Credit Union exists to serve members and address the economic needs of those members. Unlike any other institution, your credit union holds a vested interest in the financial well being of its members. Preserve your freedom to belong to a not-for-profit financial cooperative.
OWNERSHIP
Each member owns a part of ELGA Credit Union. People join by establishing a share savings account. The savings accounts hold a member's voting rights in the credit union.
Annually, the membership elects individuals from its own ranks that have agreed to serve designated terms as members of the Board of Directors. It is these ELGA Credit Union members who exercise general control of the credit union's activities for the benefit of the entire membership.
This unique method of electing members to serve on the Board of Directors ensures that there is a cross-section of the views and financial aspirations of the vast majority of the members. As a result, board decisions reflect the interests of the membership as a whole.
There are two committees that are vitally important to the credit union. The Supervisory Committee, consisting of three members that are appointed by the Board of Directors, is responsible for the monetary operation of the credit union and conducts an audit of the credit union on a yearly basis. The Credit Committee, consisting of five members appointed by the Board of Directors, is responsible for the approval of all loans that are not approved by a Loan Officer. The Credit Committee is the only committee that has the authority to deny loans to members.
MEMBERSHIP
Only a credit union - in the entire financial world - is organized around the principal that all members must share a bond of employment, association, or community with others.
ELGA Credit Union's common bond began in 1951 with Consumers Power Employees and their families. Today, the membership encompasses a variety of service and industrial businesses and service and religious organizations in addition to Consumers Power employees. Though our common bond is diversified, we still abide by the four objectives that proved the foundation of ELGA Credit Union's philosophy.
The common bond of ELGA Credit Union represents not just a principal; it expresses a feeling of community - bond that unites members due to their shared financial interest. Credit Union will collect only the personal information that is necessary to conduct our business.

These disclosures typically include information to process transactions on your behalf, conduct the operations of our credit union, follow your instructions as you authorize, or protect the security of our financial records.
We are committed to provide you with competitive products and services to meet your financial needs, which necessitates that we share information about you with our affiliates, to complete your transactions and to provide you with certain financial opportunities. We have also entered into agreements with other companies that provide either services to us or additional financial products for you to consider. Under these agreements, we may disclose information we collect to companies that perform marketing or other services on our behalf or to other financial institutions with whom we have joint marketing agreements. To protect your privacy, we require these companies to agree to maintain strong confidentiality protections and we prohibit their use of this information other than to carry out the purposes for which it is disclosed.
If you terminate your membership with Credit Union, we will not share information we have collected about you, except as permitted or required by law.

We restrict access to nonpublic personal information about you to those employees who have a specific business purpose in utilizing your data. Our employees, members of the Board of Directors and Committee Members shall maintain confidentiality and member privacy. We maintain physical, electronic, and procedural safeguards that comply with federal regulations and industry practices to safeguard your nonpublic personal nformation.

ELGA Credit Union does not knowingly collect, maintain or use personal information from our website about children under age 13. It is ELGA Credit Union’s (“we, us, or our”) policy to comply with applicable laws, rules and regulations, and to conduct business in accordance with strict safety and soundness standards. A non-sufficient funds (overdraft/negative balance) may result from: A) The payment of checks, electronic funds transfers, or other withdrawal requests you initiate; B) Payments authorized by you; C) The return, unpaid, of items deposited by you; D) Charging your account for our applicable service charges and fees; E) The deposit of items to your account which, according to our Funds Availability Policy, are treated as not yet “available” or “finally paid”.
We are not obligated to pay any item initiated for payment against your account if your account does not contain sufficient collected funds. Rather than automatically returning, unpaid, any non-sufficient funds items that you may have, if your “eligible account type” has been open for at least thirty (30) days and thereafter you maintain your account in good standing, which includes at least: (A) Continuing to make deposits consistent with your past practices, and depositing at least $500 or more in your account within each thirty (30) day period, (B) You are not in default on any loan obligation to us, (C) You bring your account to a positive balance (not overdrawn) immediately or as soon as possible and at least once every thirty (30) days. You have no legal right to defer payment of your outstanding overdrafts including our fees, and (D) Your account is not the subject of any legal or administrative order or levy, such as bankruptcy or a tax lien, we will consider, without obligation on our part, approving your reasonable overdrafts up to your assigned Overdraft Limit. This discretionary* service will generally be limited to a $500 overdraft (negative) balance for Free Checking Accounts or a $1,000 overdraft (negative) balance for Member’s Choice Checking Accounts. Our normal fees and charges including, without limitation, our non-sufficient funds/overdraft fees (currently $20.00 per non-sufficient funds item as set forth in our fee schedules) will be included in these limits and will be charged for each transaction presented for payment against non-sufficient funds. We will charge our normal fee whether we approve the item for payment or not.
We may refuse to pay an overdraft for you at any time, even though your account is in good standing and even though we may have previously paid overdrafts for you. You will be notified by mail of any non-sufficient funds items paid or returned that you may have; however, we have no obligation to notify you before we pay or return any item. The amount of any overdrafts including our fees that you owe us shall be due and payable immediately. If there is an overdraft paid by us on an account with more than one (1) owner on the signature card, each owner, and agent if applicable, drawing/presenting the item creating the overdraft, shall be jointly and severally liable for such overdrafts including our fees.

Ineligible Accounts and Limitations: Available only for eligible checking/draft accounts that are maintained in good standing as defined above. Savings Type Accounts, Money Market Accounts, Public Fund/Charitable Organization Accounts, Certain Trust Accounts, Student Minor Accounts, and any other Minor Accounts not of legal age are not eligible for this service. We may, in our sole option and discretion, limit the number of your accounts eligible for Overdraft Privilege to one account per household and/or one account per taxpayer identification number.

Eligible Account Types: The account types that are eligible for Overdraft Privilege are: Member’s Choice Checking; No-Fee Checking; No-Interest Checking; Business Checking; and ELGA’s Community Checking.

Eligible Transaction Types: NSF transactions initiated for payment against your checking/draft account(s) may be approved/paid by us using, and up to, your assigned Overdraft Limit, including our fees. The eligible transaction types will include, without limitation: payments authorized by Checks, ACH/Electronic Items, ATM/Debit Card, Internet Banking, and Telephone Banking Transactions.

You May Always Opt-Out: You may choose at any time to not participate in Overdraft Privilege by notifying one of our Service Representatives who will explain what this (“Opt Out”) means, and the potential consequences, for you.

If You Need Help: Of course, overdrafts should not be used to pay ordinary or routine expenses and you should not rely on overdrafts as a means to cover these expenses. If at any time you feel you need help with your financial obligations please contact one of our Service Representatives at (810)715-3542.
ALWAYS A DISCRETIONARY* SERVICE: Our Overdraft Privilege Service does not constitute an actual or implied agreement between you and us. Nor does it constitute an actual or implied obligation of or by us. This service represents a purely discretionary courtesy or privilege that we may provide to you from time to time and which may be withdrawn or withheld by us at any time without prior notice or reason or cause.
- Each server is behind a Firewall. This UNIX based hardware product blocks critical ports and IP addresses on servers from external attack and access.
- Each server runs proprietary software that constantly monitors the servers for unauthorized use and attempts to "hack" into information. Administrators are contact when forced attacks are committed, and countermeasures can be applied to stop these instances.
- All administrative activity requires user login and authentication. All administrative updates are logged into files that can be reviewed later.
- All servers come with a Global Verisign Certificate (RSA) for digitally encrypted communications between the Web server and your member. Information passed in applications cannot be decrypted by third parties attempting to "pick" information being passed across the Internet backbone.
How can I help protect my account?
- Clear the Cache of Your Browser. Browsers cache or store locally images of the pages they have viewed. This is done to improve performance.By clearing your browsers cache after visiting secure sites you ensure no one else can view confidential information you have transmitted. Please refer to your browsers help instructions for how to clear your cache.
- Signoff/Exit. Remember to log out or exit with you are finished using your computer or XpressLink. Please always remember to use the XpressLink Signoff menu option. The Signoff option will end your online XpressLink session properly.
Notify us AT ONCE if you believe someone has improperly obtained your XpressLink information.Also notify us if someone has transferred money from your account without your permission of if you suspect any fraudulent activity on your account.To notify us call 810-715-3542 or 800-882-6457
How does ELGA Credit Union help protect my account?
- 128-Bit Encryption. At ELGA Credit Union, we use 128-bit encryption to perform transactions and access account information through XpressLink. This helps to ensure that all information accessed is secure and confidential.
- Users ID, Password and Matrix - To access your account information through XpressLink you must provide a User ID, Password and 3 numbers from your personal Matrix. This method is known as Two Factor Authentication.
Is sending e-mail to ELGA Credit Union Secure?
If you sign up for XpressLink, you have access to a secured network which you can transmit confidential information safely to ELGA Credit Union. To use secure email select the "Mailbox" menu option to send secure email direct to ELGA Credit Union.
ELGA Credit Union cannot guarantee the confidentiality of information you send using your own e-mail service because the information may not be encrypted on sent on a secure network. We strongly discourage you from including any confidential or private information in e-mail that you transfer to us outside of XpressLink. We specifically discourage you from including the following in unsecured e-mail:
- Your Social Security Number
- Your ELGA Credit Union Account Numbers
- Other personal financial information
ELGA Credit Union will not include such information in any unsecured e-mail messages we send to you. ELGA Credit Union is not responsible for any damages you sustain or the privacy and security of your account information if you send confidential or sensitive information to us via unsecured e-mail.
ELGA Credit Union will NEVER ask you to submit information, such as account numbers, pins, Social Security numbers, passwords or other personal financial information, via e-mail. If you receive any e-mail that appears to be from ELGA Credit Union, and it solicits you for this type of personal information, it is most likely fraudulent. You should contact our Customer Service Department immediately at 810-715-3542 or 800-882-6457 and if possible forward the email to abuse@elgacu.com
How do I know if my connection to ELGA Credit Union is secure?
Web browsers that support Secure Sockets Layer or SSL have a symbol that indicates secure mode. If you use Microsoft Internet Explorer you will notice that a closed lock appears in the lower right corner of your browser. If you use Netscape Navigator, a closed lock appears in the lower left corner of your browser. If you are using Firefox a green key symbol will appear near the bottom right side of your browser. You can also check the web address. A secure website will use "https://site-name". Notice the "s" in the fist past of the address. It indicates that you have requested a secure page on the web server.
What is SSL and how does it protect my information?
SSL is a secure protocol commonly used on the Internet. SSL does three main things:
- SSL creates a secure channel by encrypting your communications between you and the web server.
- SSL authenticated that the web server which you are connected to is correct. Because of this you can be assured that you are communicating with ELGA Credit Union.
- SSL uses a cryptographic checksum to ensure data integrity between you and the server. The checksum provides a count of bytes in a document and ensures the exact number of bytes are transmitted and received. With SSL, even this checksum is encrypted and can not be modified.

XpressLink from ELGA Credit Union participates in Verisign's Authentic Site Program. By clicking on the Verisign seal, you can confirm you are connected to a genuine ELGA Credit Union website. Password Tips:
The easiest and most effective way to secure your account information is through effective password management. Although passwords are a convenient way of protecting access, members often defeat the security measures by carelessness or improper use. it is important for all members to choose and use their passwords carefully and to protect the confidentiality of their passwords at all times. A few tips to consider are:
- Choose a secure password. The most common passwords are your birthday, anniversary date or phone number. These are NOT to be considered secure.
- Protect your password. If you must write your password down, make sure you keep it in a locked location without any identifying information.
- Never reveal your password to anyone, including ELGA Credit Union personnel.
- Remember that these tips apply not only to XpressLink, but also to any of your debit cards.
"Phishing" E-Mail Scams and Maintaining the Security of Your Financial Information.
Phishing is the practice of sending fraudulent e-mail messages which ask people to supply confidential information. These e-mails are disguised to look like a request from a legitimate organization such as a Credit Union, Bank or Credit Card Company. Please be advised that ELGA Credit Union will never ask you to submit information, such as account number, PINs, Social Security numbers, passwords or other personal financial information, via e-mail. If you receive any e-mail that appears to be from ELGA Credit Union, and it solicits any type of personal financial information, it is most likely fraudulent. You should contact Member Service immediately at 810-715-3542 or 800-882-6457 and if possible forward the e-mail to abuse@elgacu.com
IMPORTANT INFORMATION ABOUT PROCEDURES FOR OPENING A NEW ACCOUNT To help the government fight the funding of terrorism and money laundering activities, Federal law requires all financial institutions to obtain, verify and record information that identifies each person who opens an account. What this means to you: When you open an account, we will ask for your name, address, date of birth and other information that will allow us to identify you. We may also ask to see your driver's license or other identifying documents.
